This memorandum serves as a placeholder within PRPS for the QR activity on the National Item Identification Number (NIIN) or Purchase Instrument Line Item (PILI) checklist for the applicable item. This memorandum takes the place of the Justification for Qualification Requirements/Qualification Requirements (JQR/QR) that is typically uploaded for a particular NIIN since the master documents are not tied to a single item (or group of items on a Purchase Request).
