BRCA 310427 Contractor Questions

1. Existing utility locations and conflicts

Priority: High | Reference: Specification 01 11 00; site improvements and drainage sheets Please provide available utility records and clarify responsibility for locating and potholing existing buried utilities within the proposed excavation, storm drain, shelter foundation, and pavement work areas. Please identify the procedure for addressing undocumented utilities and conflicts encountered during construction. Available utility information is limited to the utility information shown in the Construction Drawings and the requirements in the specifications. The contractor is responsible for investigating and verifying the existence, horizontal location, depth, and points of connection of utilities that may affect the Work before beginning excavation.
Known utilities identified in the specifications include a potable water line along the west side of Bryce Canyon Road connecting the Visitor Center to the main Park system. The specifications also identify the potential presence of underground power, water, communication, and sanitary sewer lines. The contractor shall:
1. Contact Underground Service Alert, “811,” at least two working days before excavation. 2. Notify the Contracting Officer and applicable utility service providers of proposed excavation locations and times.
3. Locate and pothole underground water, wastewater, electrical, and communication lines within the construction limits.
4. Specifically locate and pothole the potable water line along Bryce Canyon Road. 5. Pothole and locate utilities in all areas where excavation will extend below existing grade and at proposed culvert crossings.
6. Protect all existing utilities to remain and prevent disruptions to facilities outside the project limits. 7. Coordinate electrical service requirements with Garkane Energy Cooperative and water, wastewater, and communication requirements with the designated NPS Park representative identified in Specification 01 73 40.
If an undocumented utility or conflict is encountered, protect the utility, stop affected work, and notify the Contracting Officer. Submit an RFI with photos, field measurements, and a proposed resolution. Do not proceed until directed.
Damage to unknown utilities shall be repaired and is subject to equitable adjustment under Section 01 11 00. The contractor is responsible for damage to known utilities or resulting from inadequate investigation.
