1.0 INTRODUCTION

The Federal Aviation Administration (FAA), Terminal Facilities Program currently has a requirement to provide integrated design and construction services for a new ATCT at the Fort Lauderdale-Hollywood International Airport (FLL) in Fort Lauderdale, FL. The project is missioncritical to the FAA as it will provide a modern, resilient, and efficient facility to ensure the safe and continuous management of air traffic operations at the FLL Airport. The FAA is seeking to procure integrated design and construction services utilizing a Progressive Design-Build contracting approach to deliver a fully functional and approved ATCT facility, resulting in a two-phase Firm-Fixed-Price (FFP) award to the successful Offeror to perform the work described herein. The Contracting Officer will utilize a tradeoff source selection process. Utilizing the aforementioned selection process and evaluation criteria outlined herein, the FAA will review all responsive proposals to identify and select the three highest-rated offerors. The FAA will conduct confidential interviews exclusively with these three offerors. Based on the evaluation of both the proposals and the interviews, the FAA will select an apparent awardee. All Offerors will be required to submit a price for Phase 1 with their proposal. If the price proposal of the highest rated Offeror is determined to be fair, reasonable, and in the best interest of the government, the FAA will issue the award to the apparent awardee. If the price proposal is determined to not be fair, reasonable, and in the best interest of the government, the FAA will evaluate the next highest rated Offeror. This process will be repeated until an awardee has been selected or it
