1. PURPOSE AND BACKGROUND
This Statement of Work (SOW) establishes requirements for licensed mold remediation, selective removal of mold-contaminated materials, HVAC cleaning, temporary humidity control, waste disposal, and post-remediation verification at the Merritt Island National Wildlife Refuge (MINWR) Fire Office. Reconstruction, permanent repairs, and finish restoration are excluded and will be performed under a separate contract.
Bio Pro: Mold & IAQ Testing inspected the facility on May 22, 2026. The Mold Assessment Report and Remediation Protocol documented localized mold contamination, ongoing moisture intrusion, approximately 70 percent indoor relative humidity, and visible contamination affecting the attic, office wall assemblies, HVAC components, and selected ductwork.
1.1 Known Conditions
• East Office north wall cavity air sample: elevated Aspergillus/Penicillium (1,200 spores/m3) and Stachybotrys (67 spores/m3).
• West Office wall surface sample: growth likely, including a medium level of Stachybotrys. • Attic surface sample: growth possible, including low levels of Stachybotrys and Cladosporium. • Occupied-area and conference-table air samples were not elevated at the time of the assessment; this does not eliminate localized concealed contamination. • Visible mold was observed on several air-conditioning registers and on the interior lining of a flex-duct branch serving the conference room.
• Severe water intrusion and damage were observed along the north side of the building, particularly at the East and West Offices and window assemblies.
1.2 Contract Documents
• This SOW, including Appendix A (Assessment Floor Plan and Sampling Summary). • Attachment - Bio Pro Mold Assessment Report & Remediation Protocol, inspection date May 22, 2026, 28 pages.
