Information incorporated into the Cost Volume which is not related to cost will not be considered. Full proposals requesting a procurement contract or other transaction (OT) must use this form (Attachment 10) and Attachment 11 - Cost Proposal Workbook, and include a Proposal Cost Narrative, as described in Enclosure 4 – Proposal Submission Instructions. All pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size not smaller than 11 point. Font sizes not smaller than 8 point may be used for figures, tables, and charts. All documents must be in .pdf, .odx, .doc, or .docx formats. Submissions must be written in English. The Government requires that proposers use the provided Attachment 11 - Cost Workbook in the development of their cost proposals. All tabs and tables in the cost proposal workbook should be developed in an editable format with calculation formulas intact to allow traceability of the cost proposal. This cost proposal workbook must be used by the Offeror organization and all subcontractors (this does not include material suppliers). In addition to using the cost proposal workbook, the cost proposal still must include all other items required in this announcement that are not covered by the editable spreadsheet. Subcontractor cost proposal workbooks may be submitted directly to the Government by the proposed subcontractor via e-mail as specified in Section II.A of Enclosure 4- Proposal Submission Instructions. Using the provided cost proposal workbook will assist the Government in a rapid analysis of your proposed costs and, if your proposal is selected for award, speed up the negotiation and award execution process. Costs must be traceable between the Offeror and all subawardees/consultants, as well as between the cost volume and the SOW. This includes ensuring a consistent task structure across all proposal documents. Cost information must be provided in sufficient detail to substantiate the proposed prices, and must include relevant Basis of Estimate data (See Attachment 12 - Basis of Estimate Desk Guide, and Proposal Cost Narrative instructions contained in Enclosure 4).
