Instructions
Offerors shall propose a maximum not-to-exceed (NTE) Total ODC Indirect Burden and Handling Rate to be applied to ODC (CLIN 0008) for each year of the POP. This rate must be inclusive of all General & Administrative (G&A), material handling, overhead, indirect burdens, and any profit or fee applied to ODC. No other rates or fees of any kind shall be applied to ODC (CLIN 0008) during the life of the contract.
These rates will be incorporated into the resulting basic IDIQ contract as binding ceilings. For all future task orders, the contractor shall propose a rate equal to or lower than this ceiling, but shall not exceed it. While these rates are required for contract incorporation purposes, they will not be evaluated for realism or reasonableness at the IDIQ level, nor will they factor into the IDIQ award decision. Price, including the application of the capped rates on ODC (CLIN 0008), will be evaluated as a factor in the fair opportunity decision for each individual task order.
