Questions & Answers (Second)
140LL027Q0017
Q1. Is furniture still located in the buildings? Has anything been moved since the pictures were included in the PWS?
A1. Two boats and their trailers have been moved out of the boathouse. All other furniture is in place as it was immediately after the flooding.
Q2. Are blueprints available?
A2. I'm unaware of any blueprints, unfortunately. I wouldn't count on there being a set for any of the structures, sadly.
Q3. Will rebuild be requested?
A3. Rebuilding is not requested at this time for any of the structures; simply abatement and mitigation.
Q4. Can we request updated pictures as of today or tomorrow for the current status? A4. Photos pending.
Q5. SOW 3.0 requires the contractor to hold all licenses required in Utah. The drywall replacement in the Boat House and Law Enforcement Office falls under Utah DOPL classification S270. Will BLM accept the prime holding no Utah contractor license if the drywall work is performed by a Utah-licensed S270/B100 subcontractor, with CM3 selfperforming the water removal, drying, muck removal, flooring/baseboard removal, HEPA scrubbing and debris haul?
A5. The Government expects offerors to determine and comply with all applicable Utah licensing requirements for the work they propose to perform. A prime contractor may use a Utah-licensed subcontractor (S270 or other applicable classification) to perform. The prime remains responsible for overall contract performance. The Government will accept this approach provided the subcontractor holds the required Utah license for the work.

Q6. Does BLM have an existing asbestos survey for the Boat House, VCC and LEO (flooring, mastic, baseboard adhesive, drywall/joint compound)? If not, should offerors include a

Utah-certified asbestos inspection (required under Utah R307-801-9 before renovation) in the quote?
A6. BLM does not have an existing asbestos survey for the Boat House, Visitor Contact Center, or Law Enforcement Office. Offerors are responsible for determining whether an asbestos inspection is required under applicable regulations prior to disturbing materials and for including any necessary inspection or abatement costs in their quote. Q7. Which specific Utah licenses or certifications does the Government consider required for this scope of work?
A7. The Government requires the contractor to hold whatever licenses and certifications are required under Utah law for the work being performed. Based on the scope:
