DEPARTMENT OF THE AIR FORCE

WASHINGTON DC

OFFICE OF THE ASSISTANT SECRETARY

MEMORANDUM FOR DISTRIBUTION

FROM:

SAF/IEE

1665 Air Force Pentagon
Washington, DC 20330-1665

SUBJECT: Final Governing Standards for Türkiye (FGS-Türkiye) References: (a) DoDI 4715.05, 1 November 2013, Environmental Compliance at Installations Outside the United States
(b) HAF Mission Directive 1-18, 10 JULY 2014, Assistant Secretary of the Air Force (Installations, Environment and Energy)
The Office of the Deputy Assistant Secretary of the Air Force (Infrastructure, Energy and Environment) (SAF/IEE), as the DoD-designated Lead Environmental Component (LEC) for Türkiye, approves the updated FGS-Türkiye (2025) (Attachment 1). SAF/IEE is responsible for the development and maintenance of the FGS-Türkiye per references a and b. DoD Components are required to begin implementation and to comply with the FGS-Türkiye (2025) upon receipt per reference a.
The FGS-Türkiye provides environmental compliance standards, criteria and best management practices to be used by all US DoD installations and organizational entities operating in Türkiye. This FGS was developed using a comprehensive review of the host nation’s environmental laws and regulations as well as compliance requirements stemming from applicable international agreement to which the US and Türkiye may be a party and through a comparative analysis with the standards and criteria in DoD Manual 4715.05, Volumes 1-5, Overseas Environmental Baseline Guidance Document (OEBGD, June 29, 2020). SAF/IEE, through the support of the Air Force Installation and Mission Support Center (AFIMSC) Detachment (Det) 4 in Europe, consulted with the appropriate in-theater DoD Components in the development of the FGS-Türkiye and coordinated the final FGS with US European Command (USEUCOM).
My point of contact regarding the FGS-Türkiye is Ms. Michelle Brown, SAF/IEE Environmental Director, at (703) 697-0989 (DSN 227) or email: [email protected].
