PROVISION 4-2 EVALUATION (FEBRUARY 2025)

a. General. The Postal Service will award a contract resulting from this solicitation to the offerors whose offers conforming to the solicitation are deemed best suited to provide the Postal Service the best quality, timeliness and other factors, as specified.

COMPANIES OR CORPORATIONS WITH EMPLOYEES DESIGNATED TO PERFORM THIS

TYPE OF WORK WILL NOT BE CONSIDERED. SELECTED OFFERORS MUST PERFORM

ALL THE WORK ASSOCIATED WITH THE ASSIGNED TASK ORDER THEMSELVES.

A. Technical & Supplier Capability

Offeror capability is evaluated to determine an offeror's ability to perform upon award of a contract. This information will be used to assess the quality, experience, and resources of the offeror to perform. The USPS will evaluate the offeror’s demonstrated understanding of the various functional and technical requirements of the statement of work. The USPS will evaluate the degree to which the offeror’s approach will meet the requirements to provide, on an ongoing basis, the services as detailed in the USPS statement of work. The following Performance Evaluation Factors will be used in the evaluation of offers. Please read and answer all questions thoroughly.
