1. INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) is developed in accordance with (IAW) Federal Acquisition Regulation (FAR) 46.4 and pursuant to the requirements of Contract W58RGZ-26-R-0019. The plan establishes systematic procedures and guidelines that the United States Government (USG) will use in evaluating the technical performance of the Contractor (The Boeing Company) under the AH-64 Apache Airframe Contractor Field Service Representative (CFSR) Support contract. This QASP is incorporated into the contract to ensure the Contractor is fully aware of the surveillance methods, inspection frequencies, acceptable quality levels (AQLs), and performance thresholds employed by the Government throughout the period of performance.
2. PURPOSE OF THE QASP
The QASP is a Government-developed and Government-administered monitoring tool designed to ensure that systematic quality assurance methods are utilized in the administration of the AH-64 Apache Airframe CFSR Performance Work Statement (PWS). The primary intent is to ensure:
(a) The Contractor performs strictly IAW the PWS, contract terms, conditions, and applicable Army regulations.
(b) The USG receives the high level of OEM-level technical and maintenance expertise required to sustain AH-64D/E fleet readiness. (c) The USG pays only for acceptable, conforming services and that unapproved overtime, non-conforming labor, or unverified travel costs are identified and disallowed.
(d) The surveillance process accurately identifies performance deficiencies to allow prompt corrective action, prevent recurrence, and provide objective data for annual Contractor Performance Assessment Reporting System (CPARS) evaluations.
Specifically, this QASP:
(a) Defines the functional scope and essential performance standards required of the airframe CFSR workforce.
(b) Establishes the surveillance methods, inspection cadences, and acceptable quality levels (AQLs) utilized by the Government.
(c) Outlines the formal documentation, customer feedback evaluation, and discrepancy resolution workflows.
