QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) sets forth the procedures and guidelines FDRMC will use in ensuring the expected outcomes or performance objectives are achieved by the contractor.
PURPOSE
This QASP ensures that FDRMC has an effective and systematic method of surveillance for the services in the PWS. The QASP will be used primarily as a tool to verify that the contractor is performing all services required by the PWS in a timely, accurate and complete fashion. It provides the detailed process for a continuous oversight process:
What will be monitored
How monitoring will take place
Who will conduct the monitoring
How monitoring efforts and results will be documented
Per NAVSEAINST 4200.19 (series), this QASP will identify the method(s) that will be used to monitor all expenditures.
AUTHORITY
Authority for the issuance of this QASP is provided under contract Section E, Inspection and Acceptance, which provides for inspection and acceptance of the services and documentation called for in service contracts, to be executed by the Contracting Officer (KO) or a duly authorized representative.
ROLES AND RESPONSIBILITIES
The following Government personnel shall oversee and coordinate surveillance activities.
4.1 Contracting Officer (KO) - The KO ensures performance of all necessary actions for effective contracting, ensures compliance with the terms of the contract, and safeguards the interest of the United States in the contractual relationship. It is the KO that assures the contractor receives impartial, fair, and equitable treatment under the task order. 4.2Contracting Officer’s Representative (COR) - The COR is responsible for providing continuous oversight of the contractor’s performance and it will be performed by utilizing this QASP. The COR may seek assistance from assigned Technical Advisors (TAs) to conduct surveillance, however the COR determines the overall rating based on received input. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the government’s behalf. Any changes that the contractor deems may affect contract price, terms, or conditions shall be referred to the KO for action.
4.3Contract Specialist (CS) - The CS is an individual assigned by a KO to assist in the daily administration of the contract. The CS may assist in providing input to the KO and COR on the quality of performance for areas addressed in this QASP. The CS is not empowered to make any contractual commitments or to authorize any changes on the Government’s behalf.
