PERFORMANCE WORK STATEMENT AF HOUSING, ENHANCED USE LEASE, LODGING and UTILITY (HELU) PRIVATIZATION MANAGEMENT

DESCRIPTION OF SERVICE

Scope/Objective: This Performance Work Statement (PWS) has multiple requirements addressing provisions for long-term cradle to grave management of services in support of: AF Housing (privatized and govt owned) programs e.g. Family, Transient (Lodging), and Unaccompanied; Enhanced Use Lease (EUL); Utilities Privatization (UP); and may include Value Based Transaction (VBT). This includes asset, acquisition and portfolio management services in support of these functions throughout the United State on Active Duty and Reserve Air Force Bases as well as support to Air Force Civil Engineer Center (AFCEC) and SAF/IEI. The purpose of this PWS is to outline the detailed requirements of this contract. Services will be obtained through issuance of individual Task Orders (TO) and will contain scope and pricing information for the period of performance to be at least 12 months per TO. Payments shall be made in monthly installments totaling the total cost of the work to be performed. All TOs will be Firm Fixed Priced. Payments shall be made in monthly installments for the total cost of the work to be performed for the task order and any modifications.

Non-Personal Services: The government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. It is expected that each position for the requirements is considered a Subject Matter Expert (SME) in their field of work for said requirement. A SME shall have the specific technical knowledge, analysis capabilities, and experience to prepare, present, and coordinate knowledge to senior Air Force leaders, Office of Air Force Civil Engineer Center (AFCEC), Major Commands (MAJCOMS) Project Managers, Base Project Managers and military representatives, federal government agencies and US civilian industry representatives for the tasks required to satisfy Guidelines/Mandates. Advisory and Assistance Services (A&AS) to the DAF are required to facilitate privatization and partnership processes to include evaluation of and engagement in the execution of real estate transactions in support of privatization projects for single and/or groups of DAF bases. The Contractor shall provide private-sector financial, legal, real estate investment and development expertise, and litigation-related support, as required. Under no circumstances shall the government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor manager (CM) to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor’s responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a management nature, (i.e., inherently governmental functions). All decisions relative to programs supported by the Contractor shall be the sole responsibility of the government.
