China Lake Synopsis
Government-Owned, Contractor-Operated (GOCO) Fuels Management Services at Naval Air Weapons Station (NAWS) China Lake, CA
Responsibilities:
The Defense Logistics Agency (DLA) Energy anticipates issuing Solicitation SPE603-26-R0530 for comprehensive non-personal Government-Owned, Contractor-Operated (GOCO) fuel services at Naval Air Weapons Station (NAWS) China Lake, California. The selected contractor will be responsible for providing all personnel, equipment, tools, materials, supplies, and supervision necessary to manage, operate, and maintain the fuel facilities. This includes performing all functions related to the receipt, storage, handling, and dispensing of governmentowned fuel products. The contractor will also maintain strict product quality, accountability, and inventory control in accordance with DLA Energy directives, conducting all required product quality surveillance, including routine sampling and testing. Furthermore, the contractor will perform all operator, preventive, and recurring maintenance on fuel facilities, systems, and equipment. A fully trained and qualified workforce, as detailed in an approved staffing plan, will be required to accomplish all Performance Work Statement (PWS) tasks. The contractor must ensure full compliance with all applicable DoD, Federal, Navy, State, and Local directives and laws concerning environmental protection, safety, and security. Background:
This acquisition seeks GOCO fuel services at NAWS China Lake, CA, which is a critical support function for the installation. The fuel facilities at NAWS China Lake comprise an aboveground bulk storage complex for jet fuel, featuring a 430,000-gallon Aboveground Storage Tank (AST) system and all associated infrastructure necessary for fuel operations. The primary method of fuel receipt at the facility is via commercial tank trucks. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract. The resultant contract is expected to include a four-year base period; one five-year option period; and a six-month service extension under FAR 52.217-8, which may be exercised in monthly increments. Market research has been conducted in accordance with FAR Part 10, including a review of the System for Award Management (SAM), confirming that these services are commercially available and that industry is familiar with FFP contracts for such services.
