1. Purpose
The Federal Bureau of Investigation (FBI) requests quotations for non-personal commercial Window Maintenance and Cleaning Services at the CJIS Division campus in Clarksburg, West Virginia. The Government anticipates awarding one firm-fixed-price contract for the recurring services, with separately authorized as-needed repair and replacement work as described below. This RFQ is not authorization to begin work.

This acquisition is being conducted as a 100% Small Business Set-Aside for commercial services in accordance with FAR Part 12 and FAR Subpart 13.5, as implemented by applicable Department of Justice/Federal Bureau of Investigation FAR Overhaul deviations. The Government intends to award a single Firm-Fixed-Price contract to the responsible quoter submitting the lowest-priced, technically acceptable quotation, provided the price is determined fair and reasonable.
Attachment 1, Statement of Work (SOW), Window Cleaning and Maint - SOW 09.17.2026, establishes the technical requirements. If an inconsistency exists between the solicitation and SOW, the CO must resolve it by amendment before award.
2. Scope and Place of Performance
The work includes scheduled interior/exterior window cleaning; yearly window inspections; window maintenance; emergency securing of damaged or broken openings; and repair/replacement work when specifically authorized. The SOW covers curtain wall, bulletresistant, arched, sloped, and other window systems. Work is at the FBI CJIS campus in Clarksburg, WV.
Recurring cleaning: once annually at the Biometrics Tech Center (BTC), Visitors Center, Service Center, Police Services Building, and Daycare Center; twice annually at the CJIS
