This is a COMBINED PRE-SOLICITATION NOTICE / SOLICITATION for commercial services prepared in accordance with FAR Part 12- Acquisition of Commercial Services, FAR Part 15- Contracting by Negotiation, FAR Subpart 16.5- Indefinite-Delivery Contracts, and FAR Part 19- Small Business. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk VA, 23511, intends to solicit and negotiate a Firm, Fixed-Price (FFP) multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. This combined Pre-Solicitation Notice / Solicitation will be made available on or about 29 October 2026 under Request for Quote (RFQ) number N0018927RL002 through the Government Point of Entry (GPE). This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 17 March 2026) and DFARS Publication Notice 20260702 (effective 02 July 2026). Solicitation number N0018927RL002 is issued as a Request for Proposal (RFP), for the provisioning of Precise Time and Astronomy Workflow Management services in support of the United States Naval Observatory (USNO). The associated North American Industrial Classification Systems (NAICS) is 541511- Administrative Management and General Management Consulting Services, and the Small Business size standard is $24.5 (millions of dollars). It is anticipated to solicit this requirement as a 100% Total Small Business Set-Aside under NAICS 541511. The Government intends to award a multiple-award Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract with up to five (5) awards as a result of this solicitation in accordance with FAR Part 12, FAR Part 15, FAR Subpart 16.5, and FAR Part 19.
The resultant contract will provide for a five-year base ordering period and include one (1) FAR 52.217-8 six-month extension. A summary table of the anticipated period of performance is included below: Period
