Blks 11, 12, 13: The Contractor shall provide technical engineering services for baseline energy models (using linear regression) development, with multiple variables and coefficients to allow adjustments for changes in weather, seasons, business activity cycles, meter-reading intervals, and other conditions. As performance or energy usage changes significantly, the Contractor will adjust the models to more accurately reflect energy usage. An aggregate Energy Baseline Model and Energy Performance Indicator (EnPI) shall be developed and maintained/updated for WR-ALC within EnMS boundaries. An Energy Baseline Model and “Energy Metric” (performance indicator) shall be developed and maintained/updated for each SEU (existing and new).
