1) As indicated by FAR 52.212-1 Part (b) , please confirm the O er quotation validity period is 30 calendar days.
RFO 52.212-1(b) is 60 days
2) Please confirm that under the awarded Option- Installation, the completion time will be extended for periods a) when the Truman gage height exceeds Elev. 710, and /or b) the reservoir elevation exceeds the design height of boom anchors at the dam. Confirmed. If the Option CLIN (Installation) is exercised and elevated water levels prevent safe marine operations or submerge installation work areas, the contract may be modified to extend the period of performance.
3) Refer to Purchase Description 4.5, and FAR 52.225-1 and 52.225-2. a) Please clarify if “metallic” components that are considered COTS items are acceptable to be used.
Yes. Metallic components that are Commercially Available O -The-Shelf (COTS) items— such as standard hot-dip galvanized or stainless steel wire rope, connector shackles, assembly pins, bolts, structural plates, mooring chains, and rigging hardware—are acceptable for use, provided they meet or exceed all physical, structural, and performance criteria specified in the Purchase Description.
b) Clarify if non-metallic components are required to be 100% domestic content. Non-metallic components, including high-density polyethylene (HDPE) boom floats, closed-cell polyurethane foam fill, synthetic debris deflection skirts, and elastomeric connections, are not individually required to be 100% domestically sourced. For end products manufactured in the United States that do not consist wholly or predominantly of iron or steel, the cost of domestic components must exceed the applicable threshold under FAR 52.225-1 (65% for deliveries through calendar year 2028). All non-metallic components must meet the physical, and structural performance requirements specified in the Purchase Description.
