CRREL Generator Maintenance
Solicitation: W913E527RA001
Q&A

Is fuel sampling, testing or polishing part of the fixed price scope, or would it be handled as reimbursable work under SOW paragraph 5.E? Fuel sampling, testing or polishing are not part of the fixed price quote.

Section M states that price will be evaluated for all years. Please confirm that the evaluated price includes all option years and the 6-month extension under FAR 52.217-8. Evaluated price includes the total of the base year and all options of the price schedule in Section L.

Is the Caterpillar 3406 365 kW unit at the TCE Plant covered only under this contract, or is any of its maintenance performed under a separate agreement? It is not covered by any other maintenance contract.

The SOW requires the ATS transfer test on building load and does not mention load bank testing? Please confirm that no load bank testing is required. Load bank testing is not required.

Please provide current hour meter readings and recent run data for each of the five generator sets, along with the most recent maintenance and test reports, any open deficiencies, and the date of the last Three-Year Maintenance.

The most recent annual inspections have been added to the solicitation posting on SAM.gov

What are the base and option start/end dates, and which pricing schedule controls? The RFP shows one annual maintenance job and a November 30, 2026 delivery date. Attachment 02 lists a base year, four options and six more months. The evaluation text also mentions all options, while 52.217-3 says evaluation excludes options.

Clause 52.217-3 was included in error during solicitation construction. It has been removed. The singular line item in 1449 is only a placeholder and will be changed upon award. Start and end dates will be established upon award. Services are expected to begin as soon as possible, once award has been made. All pricing should be based on the pricing sheet attachment as stated in section L. Services will cover 1 base year, 4 option years and a 6-month option. -While we work on all units the reality is that manufacturers do not cross train their competitors. What are the qualification requirements to work on these units? -See Solicitation for technician Qualifications.

-To clarify the below highlighted paragraph, is it a requirement that the SSO is on site at all times work is completed and it must be a different person from the technician completing the work? E. Supervisory/Safety Officer - Prior to Contract start date, the Contractor shall designate a Supervisor/Safety Officer (SSO) for the duration of this contract. The SSO shall have authority to make decisions regarding performance of Contractor personnel. The SSO shall be on the job site while contactor personnel are performing work and must monitor Contractor personnel with regard to hazards identified in the Accident Hazard Analysis (AHA) and any other hazards identified. Contractor shall supply SSO's contact information to the COR at the pre-performance meeting
