C Description/Specifications/Performance Work Statement 1.0

BACKGROUND

The United States (U.S.) continues to strengthen its response to unprecedented levels of illegal immigration. DHS is moving aggressively to reinforce U.S. border security, enforce domestic immigration law, and remove illegal aliens. The U.S. is likewise strengthening capacity with key foreign partners to reverse illegal immigration flows. To enable DHS to meet U.S. border security and immigration enforcement goals, DHS is implementing a foreign assistance-funded program, leveraging Department of State authorities, that will augment DHS’s domestic removal operations, to include to the greatest extent possible, voluntary returns. Working closely with foreign partners, DHS's Comprehensive Support to Removal Operations (CSRO) will:
1) Supplement domestic voluntary return operations by increasing available dedicated aircraft and commercial ticketing for voluntary returns, respectively, and 2) Provide capacity building to foreign partners to accept U.S. removals/voluntary returns and operational transportation support to facilitate onward movement of removals/voluntary returns
DHS requires continuity and robust large-scale operations management of its established, Project Homecoming and the CBP Home App capabilities. Within these are the broad, complex, and disparate components and requirements addressed in this RFP. To further bolster domestic removal/return operations and to prevent illegal aliens from reaching the U.S., DHS will continue leveraging specific, targeted assistance programs and foreign partner contributions that rapidly scale to the accelerating pace of domestic removal operations, nationwide.

2.0 SCOPE

DHS seeks innovative, effective, and efficient support services for removal operations under the Assisted Voluntary Return (AVR), Voluntary Departure (VD), and Incentivized Voluntary Departure (IVD) programs. This requirement supports DHS’s mission to enforce immigration laws, reinforce U.S. border security, and facilitate the voluntary return and removal of individuals unlawfully present in the U.S.
