2.0 Scope of Work

ft

This project expands the Federal Bureau of Prisons’ (BOP) national enterprise radio network by establishing a redundant Core at FCI Leavenworth. The installation provides operational continuity and Core-level backup for FCC Victorville and FCC Allenwood, ensuring uninterrupted communications in the event of system failure or planned maintenance at either site. The system installed at Leavenworth must be fully interoperational with the systems installed at FCC Victorville and FCC Allenwood and maintain full compatibility. FCI Leavenworth is to be the back-up location that can handle the full load of the Core systems at FCC Victorville and FCC Allenwood in the event of a catastrophic failure.

D

The contractor shall furnish all labor, supervision, materials, tools, equipment, and services necessary to design, install, test, and commission a Redundant Core Radio System at FCI Leavenworth. Work includes construction and installation of a 100-foot selfsupporting radio tower and base, concrete pad for the hardened shelter, hardened shelter, antennas, grounding, 10’ perimeter fence with a minimum of 4 strands of barbed wire at the top and a minimum 36” access gate, and integration with pending enterprise Core systems located at FCC Victorville and FCC Allenwood. The system shall be fully interoperable with both LTE and non-LTE subscribers and maintain backward compatibility with legacy Smartnet systems pending upgrade. The contractor shall ensure complete system integration, functional testing, training, and documentation. A site walk by BOP personnel and contractors interested in submitting a bid for this project, will be performed prior to any bids being accepted. The proposed pad location has been marked at the institution at 20’ x 60’ dimensions.
