Q and A
1. (Workload exhibit, Mission Training Pool): the exhibit lists the Mission Training Pool at 1,300 to 2,600 hours per year but describes the schedule as "5 to 10 hrs/wk." At 5 to 10 hours per week, annual hours would be about 260 to 520. Please confirm whether the annual range of 1,300 to 2,600 hours is correct, or whether the weekly description is correct, so that all offerors price the same workload. Answer: This is a typo error. For item #8 of the Workload Exhibit, Mission Training Pool, Mon – Fri, Jan – Dec, Minimum Quantity Hours of Service, the correct amount that should be listed is 25 hrs/wk. For the Maximum Quantity Hours of Service, the correct amount that should be listed is 50 hours per week. Correction:

2. For each lifeguard, how long does the Government take to process the background questionnaire, the driver's license, and the lifeguard, CPR/AED, and First Aid certifications, from the day we submit them to the day they are approved? Answer: The Government will act upon initiating the background checks (Tier One) immediately upon being given the information needed for each individual. The average timeline for processing and receiving the report of clearance is two weeks. This is primarily contingent on the individuals completing the required forms accurately and completely and returning them to the Government as quickly as possible. If the individual has Federal service in their work history, this will require an Installation Records Check (IRC). This background check can take up to four months. The Contractor may pursue the Tier One background check at a civilian location if it is determined the report will be returned sooner than two weeks. There is no processing of the driver’s license. If it current and the individual is 18 years of age or older, it will be accepted on the same business day received. There is no processing of the CPR and First Aid certifications. When they are current and can be verified with the QR code and certification number present and issued by the American Red Cross (ARC) or YMCA, it will be accepted on the same business day received. Per PWS 1.4.5, the Contractor shall petition the Government in writing when the training agency is other than the ARC or YMCA. The COR will submit the request to the Air Force Services Center in San Antonio, TX for review. A response may take up to one week. Approval will not be given if the training agency is not nationally recognized and meets the established standards provided in the ARC or YMCA programs.
