BACKGROUND
The U.S. Army is actively modernizing its field artillery capabilities to preserve tactical overmatch, increase operational survivability, and ensure Soldier lethality in contested, high-intensity conflict environments. A foundational pillar of this modernization effort is the evaluation and integration of a mature Mobile Tactical Cannon – Tracked (MTC-T) system to replace currently fielded legacy M109 Family of Vehicles within the force. The MTC-T set consists of a tracked MTC-T Self-Propelled Howitzer (MTC-T SPH) and an accompanying Resupply Vehicle – Tracked (RSV-T). Together, these vehicles provide integrated tracked cannon fires and ammunition resupply capability.
To achieve field artillery modernization objectives under accelerated timelines, the Army is leveraging a system-of-systems approach. Rather than initiating a traditional developmental cycle, the USG is seeking mature and available tracked MTC-T system from existing active ("hot") production lines with a credible baseline of testing, safety, and evaluation already completed.
The primary objective of this Call for Solutions is to identify, test, and analyze mature, tracked howitzers and their associated resupply systems. The U.S. Government (USG) intends to evaluate solutions that can support prototype delivery of up to eighteen (18) sets, with significant priority placed on the earliest achievable delivery of six (6) sets, to accelerate testing, Soldier touchpoints, experimentation, and prototype assessment.
