NOTICE OF INTENT TO SOLE SOURCE
1. GENERAL INFORMATION
• Document Type: Special Notice (Notice of Intent to Sole Source) • Fiscal Year: 2027
• Funding Agency: Department of Justice | Federal Bureau of Prisons • Contracting Activity: Federal Correctional Complex (FCC) Yazoo City, MS • NAICS Code: 517111 – Wired Telecommunications Carriers • Product Service Code (PSC): 5805 – Telephone and Telegraph Equipment • Posting Date: November 03, 2026
• Response Closing Date: November 18, 2026, at 4:00 PM CDT
2. DESCRIPTION OF REQUIREMENT
The Federal Bureau of Prisons, Federal Correctional Complex (FCC) Yazoo City, intends to enter into a sole source, firm-fixed-price contract for commercial telecommunications infrastructure, network connectivity, and equipment solutions for Fiscal Year 2027. The required services consist of maintaining secured commercial data networks, telecommunications trunking, and mission-critical network equipment routing to and from FCC Yazoo City to facilitate official operational connectivity, safety communications, and regional facility network integration.
3. SOLE SOURCE JUSTIFICATION
The statutory authority permitting other than full and open competition is FAR 6.103-5(c)(1) (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) and FAR 7.201(f) (Commercial-Preference Hierarchy).
AT&T Corporation is the sole provider capable of meeting the government’s specific requirement due to its proprietary network grid, established physical telecommunications infrastructure passing through the immediate localized footprint of Yazoo City, MS, and specialized secure facility interface hardware. In accordance with the mandatory commercial-preference hierarchy, the agency must prioritize existing commercial infrastructure over custom, open-market built-out solutions. Fulfilling this requirement via any other telecommunications carrier would require an extensive, custom infrastructure buildout, introducing a substantial duplication of costs and causing unacceptable operational delays that would compromise the agency's critical safety communication networks.
4. MARKET RESEARCH & RESPONSES
This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the
Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
