Description of Services
1.1. General. This PWS defines the custodial service requirements for buildings 5651 and 5652 at Joint Base McGuire-Dix-Lakehurst (JB MDL), which are operated by the Expeditionary Operations School (EOS). The Contractor shall maintain the interior cleanliness of all specified areas within these buildings, including dormitory rooms, common areas, restrooms, administrative offices, and ancillary spaces in accordance with the standards set forth in this document.
The office of primary responsibility for this PWS is USAF EC/A7. This version is current as of 25 August 2026.
1.2. Background. EOS provides essential training to over 9,000 students annually through more than 80 in-resident courses. To support this high-tempo training mission, the EOS utilizes on-site student housing facilities, including 96 dormitory rooms supported by common areas, restrooms with showers, laundry rooms, classrooms, and administrative spaces. The health and readiness of these students are paramount; therefore, consistent and thorough custodial services are required to maintain a safe and sanitary environment conducive to learning and mission preparedness.
1.3. Objective. EOS with support from the USAF Expeditionary Center (USAF EC) intends to procure a firm fixed price non-personal services contract to perform custodial services. The period of performance for this contract is 1 December 2026 through 30 November 2031.

Scope of Work
2.1. Facility Areas. A description of functional areas requiring services by area type. A more detailed representation of space measurement by area is provided in Appendix B. 2.1.1. Dormitory Rooms: The Contractor shall perform turn-over cleaning for unoccupied dormitory rooms (ranging from 100–500 sq. ft.) following the conclusion of each resident course. These rooms are carpeted and furnished with beds and wall lockers. Cleaning may be required on weekends and is limited to a maximum of 30 services per room per year.
