C.1. Background
In 2015, multiple Telecommunications Management System (TMS) solutions were in use throughout CONUS – different vendors, different versions, manual systems, and systems managed by other services. Some installations did not have a system at all. Installed systems from vendors were on multiple versions in various states of life-cycle obsolescence along with their hardware infrastructure. Like systems were used differently based on the infrastructure and talent available at each post, camp, and station (P/C/S). Annual maintenance for each installation represented temporary “band-aid” solutions that were fully functional nor representative of any semblance of a standard operating model. The current state leaves some installations with an adequate solution and some without. In August-September 2015, representatives from the 93d Signal Brigade, Regional Cyberspace Support Center (RSCS), and Local Cyberspace Support Center (LCSC) identified functional, technical, and architectural, and implementation and support requirements for a CONUS-wide TMS, located at Fort Drum, New York (RSCS Northeast). The entire Northeast Region was migrated to the system. Other sites may be implemented in advance of contract award and throughout the life of the contract. This Performance Work Statement (PWS) Represents the foundation of a single, CONUS-wide Telecommunications Management System as-a Service (TMSaaS). C.2. Desired End-State
7th Signal Command (Theater) (7SC(T)) requires a collaborative, interdependent model between LCSCs, RCSCs, and the CONUS Theater by leveraging technology to optimize performance, optimize investments, and control costs for the Army telecommunications infrastructure. TMSaaS is cloud-based, CONUS-wide telephone management system for asset visibility, asset intelligence, provision, configuration, billing collections, workflow, workload redistribution, and remote support from anywhere across CONUS.
In other works, TMSaaS shall provide inside and outside plant users, and functional, technical and support staff (e.g. business, staffing, logistics) from the installation-level to the enterprise the ability to manage and operate the Army’s telecommunications infrastructure. TMSaaS provides a single, unified framework for achieving interconnectivity and communication across
