Would Beautiful Beginnings still be encouraged to submit a response to this RFI, given our existing residential licensing, AOC contracting experience, and the current limitations surrounding secured juvenile facility licensing in Arizona? Answer - The Bureau welcomes responses to this RFI from any interested vendors. 2.
Would the Bureau of Prisons consider an established behavioral health residential provider that can offer a highly structured, enhanced-supervision program with permissible security measures, even if the facility does not hold a formal secure juvenile detention designation?
Answer - Evaluation of proposals will be conducted in accordance with their compliance with the requirements of the solicitation.
3.
Are there alternative licensing structures, approved program models, or other compliant arrangements through which Beautiful Beginnings could potentially qualify to provide services?
Answer - The Bureau is seeking information from interested parties for secure juvenile services. Please see the attached Statement of Work.
4.
Would the Bureau consider a phased approach or conditional participation that would allow a qualified provider to obtain additional authorizations, implement approved facility modifications, or establish a compliant secure-care arrangement before beginning services?
Answer - Offerors must be fully operational and capable of meeting all requirements at the commencement of performance.
5.
If the current requirement strictly mandates a fully secured juvenile detention facility, are there related residential services, transitional placements, specialized behavioral health programs, or subcontracting opportunities through which Beautiful Beginnings could support the Bureau’s needs?
