Q: The RFQ states that all offerors must be on the DTMO Approved DoD Bus, Van and Limo Carriers list as of quota on submission. May the prime contractor using a DOT- and DoD-approved, DTMO-listed bus carrier subcontractor to perform all transporta on, or must the prime itself hold the carrier approvals and lis ng? If the subcontractor arrangement is permi ed, what approval and teaming documenta on must accompany the quote?
R: As stated in the PWS, the contractor, meaning the prime contractor, must be approved by the U.S. Department of Transporta on (DOT) and the Department of Defense (DoD). The prime contractor must also be listed on the DTMO Approved DoD Bus, Van and Limo Carriers list at the me of quota on submission. Addi onally, the carrier must have successfully completed the required prequalifica on inspec on. Accordingly, the prime contractor must independently sa sfy these eligibility requirements. Reliance solely on a subcontractor's carrier approvals or DTMO lis ng does not sa sfy the solicita on requirements.

Q: The a ached combined synopsis/solicita on states November 11, 2026, at “4:00 PM (1400)” EST, while public SAM-derived lis ngs show November 17, 2026, at 5:00 PM EST. Please confirm the correct quota on due date and me, including the me zone, and iden fy any amendment resolving the discrepancy.
R: The quota on submission deadline is November 11, 2026, at 4:00 PM Eastern Standard Time (EST), as stated in the solicita on. The SAM.gov pos ng previously reflected an incorrect quota on due date of November 17, 2026, at 5:00 PM EST. This discrepancy was corrected on SAM.gov the same day. The November 17, 2026, date applies to the driver roster deliverable iden fied in PWS Paragraph 3.1.17 and is not the quota on submission deadline. Offerors shall use November 11, 2026, at 4:00 PM EST as the quota on submission deadline.

Q: PWS requires driver names by November 17 at 5:00 PM EST. If quota ons are due that same day, please confirm how this deliverable will be coordinated with award. R: The driver roster requirement iden fied in PWS Paragraph 3.1.17 applies only to the successful contractor following contract award.
