1. Overview

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested under this announcement and a separate written solicitation will not be issued.
The Government will award a firm fixed price contract from this solicitation to the responsible contractor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a best value trade-off basis. The Government intends to evaluate quotes and make award without further exchanges with quoters. However, the Government reserves the right to request clarifications or additional information if the Contracting Officer determines it is necessary. Quoters are encouraged to submit their best technical approach and pricing with their initial quote. Funds are not presently available for this requirement. The Government reserves the right to cancel this solicitation at any time prior to award. No award will be made unless and until funds become available. FAR 52.232-18 Availability of Funds is included in this solicitation.
This requirement is being issued by the United States Department of the Interior (DOI) Interior Business Center (IBC), Acquisition Services Directorate (AQD), is issuing this solicitation on behalf of the DOI, National Park Service (NPS) Historic Preservation Training Center (HPTC) to solicit competitive quotes using Revolutionary FAR (Federal Acquisition Regulation) Overhaul (RFO) Part 12 and ordering procedures in conjunction with the policies found under RFO Part 36 Construction and Architect-Engineer Contracts.
AQD is a Federal Franchise Fund Contracting Office that operates under the authority of the Government Management Reform Act, as amended. AQD provides contracting support to all

Federal Agencies. AQD will handle the solicitation, award, contract administration, and invoice payments for this requirement.
