D.1 – STATEMENT OF WORK
CONTRACT TITLE: Tri-Annual PM & Testing for Substations and Switch Gears
PLACE OF PERFORMANCES: VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, CA 92161
PERIOD OF PERFORMANCE: Base year – December 7, 2026 – December 6, 2027
CONTRACT TYPE: Firm Fixed Price
BACKGROUND: In accordance with the requirements of VHA Directive 1028 and the Joint Commission Standard 7.40 EP 5, electrical equipment is inspected, tested, maintained and/or calibrated every 36 months, and all work must be documented. A test of the Essential Electrical System (EES) that lasts 4 hours continuously should be planned and executed every 36 months in accordance with the requirements of NFPA 70B, NFPA 99, NFPA 110 and NETA, will be conducted at the same time to support this 8-to-10-hour event.
GENERAL REQUIREMENTS:
The contractor will:
Provide maintenance and testing of the electrical distribution system at VA San Diego Medical Center for the following buildings:
Bldg. 2, Main Switchgear, Ground Level Room 102
One (1) Medium Voltage Switch
Five (5) 15 kV VCP – W Circuit breakers
Fifteen (15) Protective Relays 50/51
Two (2) Protective Relays SEL 351
Bldg. 11 Substation K, Room BA112
Two (2) Medium Voltage Switches
One (1) 12000/480-277, 750 kVA, OA Transformer
One (1) LV Switchboard with 12 molded breakers
One (1) Main Breaker
Nine (9) sections consisting of bus, insulators, current transformers, potential transformers controls and wiring One (1) 15 kV incoming substation switchgear
Bldg. 2 Cogen Switchgear, Generator Substation Area
Three (3) Medium Voltage Siemens circuit breakers
Two (2) potential transformer cabinets
Four (4) sections consisting of bus, insulators, current transformers, potential transformers controls and wiring
