STATEMENT OF WORK
Wetland Water Recirculation System
Pixley National Wildlife Refuge
October 8, 2026
1. GENERAL:
The Pixley NWR provides 755 acres of high-quality wetland habitat for migratory waterfowl and water birds. The refuge relies on three (3) deep ground water wells to irrigate and flood the wetlands to provide this habitat. Due to the increased demand in ground water, the refuge is adding a recirculation pump, so refuge management can conduct critical irrigations with this recirculated ground water that the refuge pumps from the 3 wells. This would help decrease the demand in ground water pumping during drought years while allowing the refuge to fulfill its purpose to provide waterfowl and water bird habitat for which it was established.
2. SCOPE OVERVIEW:
For this project a new PVC pipeline (approximately 1.2 miles) shall connect the lowest topographical point of the wetlands to the existing pipeline further to the east. A pump shall be placed at this lowest point (see attached map) to facilitate pumping the water up-slope to allow for water to recirculate. For security purposes, contractor shall also install a 12’ tall, gated chain-link enclosure topped with barbed wire around the pump station.
2.1. Soil spoils from the excavation may be reused on the refuge property. 2.2. No restoration or seeding of disturbed ground will be required.
3. TASKS:
3.1. Base Bid Task 1 - Design: design the piping layout, diesel pump specifications and check-valve requirements, and the pump equipment security enclosure. The pump shall be a heavy duty, industrial grade centrifugal unit capable of moving up to 1,500 gallons per minute. Backflow prevention values will need to be installed to not force turbid water back into the well casings. The existing pipeline is made of 15” diameter Schedule 80 PVC. Estimate the amount of soil to be removed for the pipe. Include one site visit, and three (virtual) meetings with the USFWS team.
DELIVERABLES:
3.1.1. Meeting Notes, Project Schedule
3.1.2. 50% Design Documents for USFWS review and approval 3.1.3. 90% Design Documents for USFWS review and approval
3.1.4. IFC (Issued for Construction) Documents
3.2. Base Bid Task 2 - Pipeline Construction – EAST SEGMENT: install the new pipeline from the pump station location and tie it to the existing buried 15” diameter PVC pipeline so the refuge can use existing water lines to distribute water for irrigations (see attached map). Anticipated depth of the new 15” pipeline is 4-5 feet below grade. During all ground disturbing activities, a
