Added Section C
Section H – Special Contract Requirements
•
H.2: Moved/Added definitions to the correct Section depending on if it were to remain post award.
•
H.3 Minimum Guarantee: Updated the minimum guarantee to $100 and added a requirement for offerors to attend and participate in a Government-hosted virtual post-award meeting.
•
H.4 Fee: Established maximum allowable fee rate ceilings for Cost-Plus-Fixed-Fee contracts.
•
H.5 Ordering Procedures: Revised to make clear orders will not be used to develop commercial capabilities.
•
H.6.2 Off-Ramp: Expanded off-ramp criteria and removed the 50% bid rate requirement.

Section L – Instructions to Offerors
•
Renamed the Technical Services Domain to the Engineering, Logistics and Operational Services Domain.
•
Emerging Large Business Criteria: Updated all applicable sections to include Emerging Large Business criteria.
•
L.1.1.3 Joint Ventures: Added language regarding Joint Ventures.
•
L.2.2.2.1 Systems and Certifications: Removed Approved Rate Agreements and Earned Value Management System from the Scorecard. Added requirements for Emerging Large Businesses.

L.2.3.1 Definitions: Updated to include definitions for “Level of Effort (LOE) Qualifying Project (QP)” and “Outcome-Based QP”.
•
L.2.3.3 QP Submissions, Vacancy Rate, Time to Fill Rate, Schedule and Completeness: Added language to clarify what evaluation criteria would apply to “Level of Effort” or “OutcomeBased” QPs.

M.1 Basis for Award: Updated the number of anticipated awardees and removed socio-economic categories.
