STATEMENT OF WORK

Objective/Requirements
The NASA Langley Research Center has a requirement for a PerkinElmer Dual range Mid-infrared (MIR) Fourier transform infrared (FTIR) Spectrometer system, BRAND NAME OR EQUAL, capable of acquiring high-quality FTIR data across both spectral regions using a single integrated platform.

QTY.

All equipment shall be fully integrated, operational, and ready for use upon installation. Purpose of Acquisition
The purpose of this acquisition is to acquire a dual range mid-infrared (MIR)/near-infrared (NIR) Fourier transform infrared (FTIR) spectrometer capable of measuring sample absorption and transmission over the range of 14,700 to 350 cm-1 on a common spectrometer platform. This instrument should be capable of automated range switching to measure the MIR and NIR transmission without requiring any movement of the sample or accessory switching which introduces measurement error and uncertainty. This instrument must also include ATR and NIR reflectance accessories. The system should also be capable of future upgrades including additional plug-in sampling accessories and heatable transmission accessory. Spectrometer Design
• The manufacturer shall have ISO 9001 certification for the design, manufacture, and service of the FTIR instrument or an equivalent internationally recognized standard covering instrument design, manufacture, and service.
• The system shall offer Mid and Near–IR on a single integrated spectrometer platform. The single spectrometer system (or common platform) has to be capable of collecting MIR and NIR measurements without transferring the sample between instruments or sample holders/locations.

The development of both MIR and NIR methods on a common spectrometer platform allows comparison of measurements on the same sample under substantially identical conditions. • The spectrometer shall provide stability sufficient to meet all stated accuracy, precision, and signal-to-noise requirements without routine alignment. Effects from mirror tilt and shear should
