PART 1 GENERAL

1.1. WORK TO BE DONE

The Contractor shall outline all mark-ups on not-to-exceed (NTE) carpets to be purchased via the Air Force Carpet Program. The Contractor shall also provide annual forecasted costs for various floor covering options, including demo/removal, installation, and other accessories. This contract will be executed over five years, with a possible six-month extension at the government’s prerogative. Bidding shall utilize the provided bid schedule.
1.2. Trims, moldings, and transition strips shall be included where needed to provide transitions between flooring and/or adjacent surfaces. The work consists of furnishing all plant, labor and materials, tools, supervision, and overhead & profit, as required to perform the work in accordance with these Technical Provisions, per quantities to be provided in future task order Statements of Work (SOW). Flooring installers must meet the criteria set forth in Unified Facilities Guide Specifications (UFGS) available at Whole Building Design Guide (WBDG). (Link: https://www.wbdg.org/dod/ufgs) They must be fully qualified to install the types of flooring as outlined under these technical provisions. The Bid Schedule and SOW Summary provides guidance for how the materials, labor costs, and mark-ups are to be grouped to support each line-item bid.

1.3. COMPLIANCE WITH COMMODITIES CONTRACT

In accordance with the Government’s Commodities Contract policy, the Government will choose carpet types and patterns from each of the Carpet Program vendors for this contract. The contractor shall utilize the sources below for carpet and adhesive material and adhere to the Not to Exceed (NTE) pricing established by the Carpet Program. 1.4. LOCATION

The site of the work will be at various facilities located on Grand Forks Air Force Base, in North Dakota.
