IBCTSUP-RED GEAR OVERHAUL PARTS AND TECH SVCS
RFC’s
Timken Gears & Services Inc. DBA Philadelphia Gear (CAGE 17454) has the following requests for clarification:
(1) Solicitation SSREDGEAROVERHAUL with Published Date Oct 06, 2025 1:04 PM EDT, https://sam.gov/workspace/contract/opp/2f0b5e4a25fc4f7c8098f86fb40a832a/view, stated that the U.S. Coast Guard then sought sources interested in a Supply and Service Contract to deliver various new parts, certified refurbished parts, and technical services for conducting overhauls on 225’ WLB Reduction Gears during the period January 2026 to January 2031. A Supply and Service Contract was not awarded in connection with that solicitation, nor did Philadelphia Gear (PG) submit a proposal in connection with that solicitation. PG has, however, both quoted and received orders from USCG SFLC BALTIMORE during the period 1 Jan 2026 to present. PG remains committed to responding to future USCG SLFC BALTIMORE solicitations, and solicitations from USCG’s private-sector repair shipyards, by providing a firm fixed price (FFP) quote in each instance. What is the additional benefit that the USCG feels will derive from a large indefinite delivery indefinite quantity (IDIQ) contract to cover all main reduction gear (MRG) related parts and service for 225’ WLB Reduction Gears? Additionally, PG is willing and interested to participate in clarification meeting via telephone or Teams. US Coast Guard Response to No. (1):
The anticipated additional benefit is greater fleet readiness through faster, more flexible access to OEM parts and technical support. A single IDIQ would let the US Coast Guard issue delivery orders for recurring and emergent 225-foot WLB reductiongear needs, rather than establishing a separate procurement for each requirement. This should reduce administrative and sourcing delays, support timely overhauls and repairs, and help keep cutters available for operations. The solicitation also requires rapid technical-representative response, reinforcing the readiness/availability rationale.
(2) Solicitation 70ZU0227RIBCT0001 with Published Date Oct 23, 2026 8:07 AM EDT, https://sam.gov/workspace/contract/opp/eddbb045c9ec48b8b13248081de90cde/view, provides only a two week period for PG to respond with a proposal, which the U.S. Coast Guard intends to result in an IDIQ contract. Two weeks is a very tight window in which to provide firm fixed price (FFP) quotes for multiple one-year ordering periods: a. Base Period: 07 December 2026 – 06 December 2027
