FOR PORTABLE LATRINES & HANDWASHING STATIONS

DAVIS MONTHAN AIRFORCE BASE, AZ

01OCT2026

Part 1

General Information

1. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.

1.1 Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide and maintain portable latrines and handwashing stations defined in this PWS. The contractor shall perform to the standards in this contract.

1.2 Background: Task Force Bastogne conducts sustained operational deployments, tactical staging, and mission activities at Davis-Monthan Air Force Base (DMAFB), Arizona (Grid Location: 12S WA 10516 61703). The designated operational site is situated in an austere, unimproved area that lacks permanent brick-and-mortar latrine facilities, municipal sewage hookups, and plumbed potable running water. Permanent infrastructure construction is neither feasible nor cost-effective for these rotational mission footprints.

Historically, operational success and personnel welfare at DMAFB field training sites have depended on contracted commercial field sanitation support. In accordance with Department of War Force Health Protection (FHP) policies, Occupational Safety and Health Administration (OSHA) standards, and preventive medicine directives, continuous access to sanitary waste disposal and clean water handwashing facilities is mandatory to prevent environmental contamination and communicable disease. Prior operational rotations have demonstrated that sustained field presence without robust, contracted hygiene services directly degrades unit health, personnel morale, and operational tempo. To support ongoing and future rotations, the Government requires continuous, turnkey contractor support to furnish, place, sanitize, and maintain three (3) portable latrines and three (3) handwashing stations. These services encompass scheduled recurring sanitation, consumable resupply (toilet paper, soap, and water), greywater disposal, and rapid-response emergency servicing to support shifting operational requirements across the base year and subsequent option periods.
