STATEMENT OF OBJECTIVES
Crawford Gunnison Sage-Grouse Habitat Hydrologic Restoration
PART 1: GENERAL INFORMATION
1.
General
This is a construction contract to treat habitat for Gunnison sage-grouse, a species listed as endangered under the Endangered Species Act (ESA). The goal of this project is to improve drainage on rural roads on government lands in the Crawford, Colorado area by installing efficient drainage features that effectively transport surface water off of roadways and onto adjacent sagebrush vegetation, effectively rewatering the landscape in a way that mimics natural hydrologic flow. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the government.
1.1
Description of Services/Introduction
The service to be provided is use of heavy equipment to install rolling dips and lead out ditches to recontour roadways so that surface water is pushed off the roads and on to the adjoining sagebrush. Increasing surface water on sagebrush adjacent to roadways is intended to enhance habitat for Gunnison sage-grouse (see Technical Exhibit 3). A road grader, skidsteer, small dozer, or similar equipment are to be used to create new lead-out ditches and push soil onto the road surface (pursuant to the exhibits of this document), creating a raised feature (rolling dip) to force water into the lead-out ditch. The location of each rolling dip will be flagged by the government prior to construction to ensure proper placement. The location, angle, and length of the associated lead-ditch would also be flagged by the government, so it does not extend any further into the sagebrush than necessary to get positive water flow.
The estimated length of lead-out ditches will be no greater than 57.5 feet from the center line of the existing road surface as required by current cultural clearances. Use of onsite soil is contemplated to construct water bars to provide adequate drainage with no imported material.
Length assumption for lead-out ditches: roads are approximately 14 foot in width. Leadout ditches will extend no more than 50 feet from the edge of the road (i.e. or no greater
than 57.5 feet from the centerline of a road). 57.5 from the centerline of each road is the maximum length of all lead-out ditches.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation,
