Description

Sources Sought Purpose The Department of Veterans Affairs, Network Contracting Office (NCO) 6 is seeking qualified contractors capable of installing a chilled-water bypass loop system serving the third-floor laboratory space. This Sources Sought notice is issued for market research and acquisition planning purposes only. It is not a solicitation, request for proposal, invitation for bid, or promise to award a contract.

The VA is seeking responses from qualified small and other-than-small businesses, including firms capable of performing the work. Background The Central VA Healthcare System is requesting a new chiller to be installed on the roof of the third-floor laboratory. However, a chilled-water bypass loop system was not installed as part of the original work.

Because the system lacks the required bypass loop, the chiller shuts down after operating for a period of time or upon reaching a predetermined operating condition. These shutdowns result in inadequate cooling and elevated temperatures within the laboratory space. The VA requires the installation of a bypass loop system and integration with the existing chiller, air-handling equipment, and Johnson Controls, Inc. (JCI) building automation/control system.

Requested Information Interested firms are invited to submit a capability statement addressing the following: Company name, address, point of contact, telephone number, and email address. Unique Entity ID and CAGE code, if available. Business size and socioeconomic status, including any applicable: Small business status Service-Disabled Veteran-Owned Small Business status Veteran-Owned Small Business Status 8(a) status Woman-Owned Small Business status HUBZone status Confirmation of the firm s ability to perform the work as a prime contractor.

Relevant experience installing chilled-water bypass loops, chiller piping systems, HVAC controls, or comparable systems. Experience integrating HVAC equipment with Johnson Controls or similar building automation systems. At least two relevant projects completed within the past five years, including: Customer name Contract or project value Location Dates of performance Description of work performed Point of contact and telephone number or email address Identification of proposed subcontractors and the work they would perform.

Applicable licenses, certifications, bonding capacity, and safety qualifications. Any concerns, assumptions, or recommendations regarding the anticipated scope. Indication of whether the firm believes the requirement can be set aside for a particular small-business category.
