Description
The Treasury Common Services Center (TCSC), on behalf of the Financial Crimes Enforcement Network (FinCEN), is soliciting quotations for Lock, Key, and TRAKA Key Management System Maintenance and Support Services. This acquisition is a 100% Total Small Business Set-Aside under NAICS Code 561621 – Security Systems Services, with a corresponding small business size standard of $25 million in average annual receipts.
Only responsible small business concerns that qualify as small under the applicable NAICS code and meet all solicitation requirements are eligible for award. The contractor shall provide all labor, supervision, management, materials, equipment, software licenses, technical support, and incidental services necessary to maintain FinCEN’s physical security and key-control systems. Services will be performed on an as-needed basis and may include preventive and corrective maintenance, troubleshooting, repair, replacement, installation, relocation, testing, configuration, software support, and emergency services.
The systems and equipment covered by this requirement include TRAKA electronic key-management cabinets and associated software, Medeco high-security lock cores and related hardware, Kaba Mas X10 high-security locks, other high-security and manual door-locking hardware, and associated components, cabling, licenses, and ancillary equipment. The Government anticipates awarding a time-and-materials contract with an anticipated period of performance of five years, base period and four (4) option periods.
The not-to-exceed (NTE) ceiling is $40,000 for each one-year contract period. If all four option periods are exercised, the maximum potential contract ceiling is $200,000. The Contractor must be a TRAKA-authorized reseller and installer and must possess an active, final Secret Facility Clearance (FCL) at the time of award.
Offerors shall provide documentation demonstrating current TRAKA authorization and the capability to maintain, repair, install, and support FinCEN’s existing TRAKA, Medeco, Kaba Mas, Lockmasters, and associated locking systems, including applicable proprietary equipment, software, licensing, integration, and compatibility requirements. Contractor personnel performing services under the resulting contract must possess final Secret personnel security clearances before beginning performance and satisfy all applicable personnel-security, continuous vetting, and facility-access requirements identified in Section 7.0 of the Statement of Work.
Interim facility and personnel security clearances will not be accepted. The Government will verify the required facility clearance prior to award and personnel clearance and access requirements prior to performance. Performance will occur at FinCEN facilities located in Washington, DC, and Vienna, Virginia.
