The submission must include the exact make, model, and manufacturer, alongside a cross-reference confirming compliance with each listed characteristic. Failure to provide sufficient technical evidence will result in the quote being determined technically unacceptable. Evaluation Factors Award will be made to the responsible offeror whose quotation represents the Best Value to the Government.

The Government will evaluate quotations based on the following factors: Technical Compliance- The degree to which the proposed equipment meets or exceeds the salient characteristics and technical requirements identified in this solicitation, including the adequacy and completeness of supporting technical documentation and compliance with the Brand Name or Equal requirements. Delivery Schedule-The offeror's ability to meet or improve upon the Government's required delivery schedule, including proposed lead times for equipment delivery and startup services.

Technical Compliance, Delivery Schedule, and Price, Past Performance will be considered in determining the quotation that represents the Best Value to the Government. The Government may award to other than the lowest-priced offeror if the additional value associated with a higher-rated quotation warrants the additional cost.
