Amendment No. 4 is hereby issued to address additional questions pertaining to technical proposal and page limit submission.
NLR has stated in previous amendments that each Offeror must submit a separate technical proposal for each SOW task they would like to propose on. Each technical proposal must address all merit criteria. For example, Offeror A would like to submit a proposal for both SOW Task 4.1 and SOW Task 4.3. In this case, Offeror A is required to submit one technical proposal for SOW Task 4.2 (max of 8 pages) with a title page (not included in page count) and a second technical proposal for SOW Task 4.3 (max of 8 pages) with a separate title page (not included in page count).
Offeror A may use the same example(s) and information for both technical proposals, if relevant to both tasks. However, the example(s)/information referenced in a technical proposal should relate back to the specific task submittal and not reference both tasks.
As a reminder the 8-page count is per technical proposal. The RFP document states, “Technical proposal shall be no more than 8 pages”. An Offeror may be able to effectively address all merit criteria in less than 8 pages.
