1.0 Background

The Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace (Technical Center) is the property to be protected and includes all FAA buildings, laboratories, facilities, gates and grounds within the FAA Technical Center, Atlantic City International Airport, New Jersey, 08405. The property consists of approximately 5,059 acres, 11 miles of perimeter fence, over 200 buildings and a small remote Technical Center facility in Hammonton, NJ. Additionally, contract guard services are required at the Transportation Security Laboratory (TSL), located within the Technical Center property, consisting of a secure, 12-acre main campus with 70,000 square feet of office and laboratory space. TSL has various office and warehouse buildings, two explosives laboratory buildings and explosive storage areas. The Technical Center
