Overview
The 87th Contracting Squadron (87 CONS), is seeking innovative solutions from enterprise and industry partners for a proof-of-concept project. The primary objective is to execute the installation of a proven Commercial-Off-The-Shelf (COTS) Radio Frequency (RF) spectrum monitoring and Unmanned Aircraft System (UAS) tracking system at JB MDL and potentially additional Department of War (DOW) locations. The overarching goal is to leverage this system to develop and refine Tactics, Techniques, and Procedures (TTPs) for its employment across a typical United States Air Force (USAF) installation. Equipping installations with layered defense systems provides early warning and detection capabilities to mitigate aerial risks and installation breaches. This AoI invites industry to propose novel solutions that not only meet the technical requirements but also contribute to research objectives aimed at enhancing base security, operational awareness, and future Counter Small Unmanned Aircraft Systems (C-sUAS) strategies. The focus is on the innovative application, integration, and delivery of these technologies. Concept of Operations
87 CONS is working on implementation of a static and complete sUAS RF Spectrum monitoring system to improve base security and ensure effective response capability to sUAS incursions. The 87th Contracting Squadron established two (2) primary Lines of Efforts (LOEs) to directly address the needs of the emerging strategic and technological environment in which we operate. These lists are intended to be representative, not exhaustive.
LOE1: Performance Objectives
Requires a comprehensive solution to address emerging security challenges related to the airborne and ground domains. The proposed system must be capable of meeting the following primary operational needs:
•
•

sUAS Incursion: Monitor known and potential incursion routes for non-cooperative Small Unmanned Aircraft Systems (sUAS).
