ATTACHMENT 2: STEP 1 WHITE PAPER FORMAT

The White Paper should include a discussion of the nature and scope of the effort and the offeror’s proposed technical approach. The Government will review the White Papers in accordance with the evaluation criteria set forth in this announcement. The White Paper must be 8.5 x 11 inches with one-inch margins, no longer than ten (10) pages, single-spaced, with text in Times New Roman, no smaller than 12-point font. All white papers must specify a project title, the Offeror’s organization, and the specific Area of Interest (AOI) associated with the proposal (see Attachment 1). All text, including text in tables and charts, must adhere to all font size and line spacing requirements listed herein. Illustrations, flowcharts, drawings, and diagrams are part of the page count, therefore if adding such items, be mindful of the page limitation. All pages shall be numbered after the cover page being page 1 and the last page being page 10. Pages in excess of the page limitation (pages beyond 10) will not be read or evaluated. White Papers must be submitted electronically as a PDF. Submission Deadline: 4pm JST, Monday, 30 November 2026
NOTE: Brief White Papers will be accepted until this deadline but may be submitted at any time prior to close. Those received after deadline will be considered late IAW RFO 52.212-1(c)

The White Paper will be formatted to include items mentioned below. • Cover Page must include:
o CSO Number and AOI Topic
o Title of Program
o Name of Company, and POCs
o Business Size
o Company’s Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, and Unique Entity Identifier (UEI) • Problem Statement Addressed: Indicate the AOI (1 or 2) • Proposed Solution: Provide an overview of the unique/innovative technical approach o Description of the Effort
o Benefits of the Proposed Approach
o Anticipated Challenges/Drawbacks to Proposed Approach o Major Goals/Milestones by Government fiscal year and month **Statement of Work/Performance Work Statement is not required at this step • Proposed Period of Performance
• Offeror Viability/Rough Order of Magnitude (ROM) Cost/Price: o Provide a brief overview of the offeror’s business and underlying financial information o Provide a ROM and summary of product commercialization and go-to-market strategy o No detailed price information, only provide a time-phased bottom-line figure
