AMD 0003 – Questions and Answers

1. Pricing and scope

Section 5 lets an offeror price the repair schedule (2a) or the replacement schedule (2b). If the Government's direction after assessment (SOW 4.2) differs from the approach we quote, how will the price be adjusted? May an offeror submit both schedules? Government Response: Section 5 allows offerors to price either Schedule 2A (Repair) or Schedule 2B (Full Replacement) based on their proposed approach. As stated in SOW 4.2, the Government will make the final determination—after assessment—whether repair or full replacement is required.

If the Government’s direction after assessment differs from the schedule the offeror proposed, the contract price will be adjusted based on the corresponding schedule already provided in the offeror’s proposal. This ensures pricing is established and mutually understood for either outcome at the time of award.

Offerors may submit both schedules, and doing so is encouraged because it provides the Government with prepriced options for both potential outcomes identified in the SOW. This supports transparency, reduces the need for postaward negotiation, and ensures rapid execution once the assessment is complete.

2. Can the Government provide the design data mentioned in SOW 1.6: roof dimensions, drain location, hatch sizes, parapet or edge detail, the number of existing roof layers and any existing above-deck insulation, the building age, and any asbestos survey? Government Response:
The Government can provide the following additional information regarding the existing roof:

Roof dimensions are approximately 43 feet wide by 51 feet long. The roof contains two drains located midway along each long side of the building. The drains are centered at approximately 25 feet along the length of the roof and are located approximately 11 feet from the north wall and 6 feet from the south wall. The parapet surrounds the entire roof and is approximately 8.25 inches wide and 10 inches high.

The Government has provided all other design information currently available for proposal preparation. Offerors are responsible for verifying field conditions and dimensions as necessary to prepare their proposals.

Hazardous materials testing of the existing roofing system is currently pending. Once testing results become available, the Government intends to issue an amendment providing the results and any additional information necessary for proposal preparation. The Government will extend solicitation deadlines as necessary to ensure offerors have adequate time to review the information and prepare complete proposals. Any additional drawings, photographs, or design information determined suitable for release will be provided through a solicitation amendment.
