The RFP attachment list identifies the Statement of Work as MHC-DS-SPEC-005-R0, while the Quality Plan section
of the RFP references MHC-DS-SPEC-004-R0. Can you
confirm that 005 is the presiding SOW?
Section 3.4.2.1 of the SOW classifies the design as QL-4 (Commercial Quality), while Section 6 provides
characteristic-verification guidance for QL-3. Could you confirm the applicable quality level for this effort?
We anticipate using an affiliated non-U.S. design resource for a portion of the engineering and fabrication scope. Could you clarify any restrictions on foreign-national
access to the SharePoint site and Controlled Unclassified Information, and any export-control considerations we
should account for?

Confirmed. MHC-DS-SPEC-004-R0 Is the document
number to the entire Modular Hot Cell – Test Article
Fabrication SOW.
Certain existing SSCs already designed are QL-3. The
support stand shall be designed as QL-4 to integrate with the Mechanical Cask Interface Assembly allowing it to be tested and operated.
This may be a point for restrictions and is currently under review with our export control office.
