NUWC P-084

NEWPORT NAVAL STATION, NEWPORT, RI

AMENDMENT 006

OCTOBER 2026

SECTION 02 82 00

ASBESTOS REMEDIATION

PART 1

GENERAL

1.1

HAZARDOUS MATERIALS SUMMARY REPORT

The sealant (mastic) used to block water infiltration between the concrete trenches and the concrete trench covers contains asbestos. NUWC has been systematically removing this mastic since the 1980's as portions of the trench system have been impacted by various projects. Similarly, the piping insulation system in the trenches also contains asbestos. NUWC has been systematically removing this insulation since the 1980's as portions of the piping system have been impacted by various projects. The scope of work of asbestos remediation is as follows:
1.

The contractor must bid 100 percent of the lineal feet of trench cover mastic between steam Manhole 3-74 and 3-75, and the pipe insulation for direct buried piping between manholes 3-76 and 3-78, assuming that 100% of the specified lengths of mastic and pipe insulation contain asbestos. The contractor's estimated cost for this work will be captured in a CLIN during the bid phase of the project. 2. During construction, as each section of the trench covers are removed, the contractor must test the mastic per this specification to determine if asbestos is present. The NUWC Construction Manager, or their representative, must be notified in writing (an email is satisfactory) in advance of the testing and be provided with the opportunity to be present during the testing. The testing results will be considered a submittal for information, and must contain the time date, frequency, results and exact location of the test per the requirements of this specification. The NUWC Construction Manager, or their representative, must approve the submitted test results, and the resulting length of mastic that will be abated prior to any abatement work being performed by the contractor. Any work that is performed prior to NUWC approval will not be paid for by the Government and will be at the contractor's expense.

3.

During the construction phase, the contractor and the NUWC Construction Manager, or their representative, will determine the lineal feet of the mastic which is required to be abated and this value will be paid for via the CLIN.

4.

Following the abatement, the contractor must submit a final report summarizing all of the testing, and 'as built' drawings of the affected areas showing the locations of the areas tested and the areas where asbestos was abated.
