The Government does own the technical data associated with the items above. This procurement will be issued as a Small Business Set Aside competition through the PIEE solicitation module. Basis of Award
1.0 GENERAL
Award will be made to the responsible Offeror whose quote represents the Best Value to the Government, utilizing a tradeoff process between Price and Delivery (Lead Time) among technically acceptable offerors. In order for the offeror to be found technically acceptable, the offeror must be considered a small business under the NAICS code of the solicitation in accordance with their representations and certifications in SAM.gov. The offeror must demonstrate in their quote the exact part numbers and quantities required. The offeror must propose a delivery schedule of eight (8) months or less after the date of contract award. To be evaluated as technically acceptable, the offeror must also provide a detailed delivery narrative or schedule demonstrating how they will achieve their proposed delivery timeframe. This must address key execution factors such as material lead times, production milestones, or manufacturing capacity. Quotes that propose a delivery schedule exceeding eight (8) months, or that fail to demonstrate how the proposed schedule will be met, will be evaluated as technically unacceptable and will not be considered for award.
The offeror must have a current NIST SP 800-171 assessment in the Supplier Performance Risk System as per DFARS Provisions 252.204-7019 and 252.204-7024 and DFARS Clause 252.204-7020. The offeror must have a Cybersecurity Maturity Model Certification (CMMC) Level 2 in the Supplier Performance Risk System as per DFARS 252.204-7021.
