PART 1: GENERAL INFORMATION

1.1 GENERAL

This is a non-personal services contract to provide on-demand emergency aeromedical evacuation services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 DESCRIPTION OF SERVICES

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform On-Demand Emergency Aeromedical Evacuation Services as defined in this Performance Work Statement.
The Contractor shall provide a dedicated or on-call fixed-wing air ambulance capability to transport U.S. Army Corps of Engineers (USACE) personnel and their dependents from Kwajalein Atoll, Republic of the Marshall Islands (RMI) to a receiving medical facility in Oahu, Hawaii.

1.3 BACKGROUND

The U.S. Army Corps of Engineers (POH) maintains a field office on Kwajalein Atoll. Medical facilities on the island are limited to a basic clinic/ER capable only of patient stabilization. There is no capability for complex surgery, critical care, or long-term hospitalization on-island. In the event of a life-threatening or limb-threatening emergency, personnel must be evacuated to a higher level of care in Oahu, Hawaii (approx. 2,100 nautical miles). Delays of any kind increase the risk of severe injury or death.

1.4 OBJECTIVES

□

Readiness: Maintain 24/7/365 administrative and operational readiness to accept an evacuation mission.

□

Response: Guarantee patient pickup at Bucholz Army Airfield (KWA) within 24 hours of mission notification.

□

Safety: Conduct bedside-to-bedside transport utilizing fixed-wing pressurized aircraft fully certified for long-range over-water operations.

1.5 SCOPE

The Contractor shall provide two distinct categories of service: 1. Availability (Retainer): A monthly fixed fee to maintain licensure, aircraft availability, and 24/7 dispatch readiness (CLIN x001).
2. Evacuation Missions (Task Order): Execution of air ambulance flights on an as-needed basis (CLIN x002).

1.6 PERIOD OF PERFORMANCE

The period of performance includes five (5) twelve-month base periods.
