Sanitized Industry Question
Clear & Concise Government Response
Q-001
May a small business prime offeror rely on
the past performance, experience, and
equipment inventory of a named first-tier
subcontractor, and what is the required
lookback period (2 years vs. 3 years)?
Yes. A small business prime may rely on a named first-tier subcontractor's experience, past performance, and committed equipment if the quote includes: (1) subcontractor name, CAGE, UEI, and size status; (2) a bilaterally signed Teaming Agreement or Letter of Commitment; and (3) compliance with FAR 52.219-14 (at least 50% of personnel contract cost
performed by the small business prime or similarly situated small business entities). The lookback period across all solicitation documents is amended to a uniform three (3) years prior to solicitation release (Supersedes Q&A #1, #65, #98, #107).
Q-002
How will an offeror without a record of
relevant past performance within the last
three (3) years be evaluated under Past
Performance?
Per RFO FAR Part 12 / FAR 15.305(a)(2)(iv), an offeror without relevant past performance in the last 3 years will not be evaluated favorably or unfavorably and will receive a Neutral (Acceptable) rating, provided the offeror is otherwise
determined responsible under FAR Subpart 9.1 (Reconciles Q&A #2 and #83).
Q-003
What does the unit of issue for CLIN 0002
and CLIN 0004 represent, and how will
scheduled servicing visits be ordered and
billed on individual BPA calls?
Amendment 0001 changes the Unit of Issue for CLIN 0002
(Latrine Servicing) and CLIN 0004 (Hand-Wash Servicing) from "Job" to "Each", defined as 1 scheduled service visit per 1 unit (e.g., 10 units × 2 visits/week × 2 weeks = 40 Each; 10 units × 3 visits/week × 1 week = 30 Each) (Supersedes Q&A #3, #56, #79, #87).
Q-006
Please confirm whether in-field relocations
are included in the daily rental rate (CLINs
0001/0003) or priced separately under
CLINs 0005 and 0006.
Initial delivery, placement, setup, anchoring, and final postevent pickup are included in the daily rental rates (CLINs 0001 and 0003). Government-directed in-field relocations after initial placement are priced separately per unit, per move ("Each") under CLIN 0005 (Latrine) and CLIN 0006 (HandWash Station) (Confirms Q&A #6, #37, #48, #51, #80, #85).
