Description
ATTENTION Solicitation amendment 0001 Amendment 0001 makes the following material revisions: Extends the quotation deadline from 13 November 2026, 10:00 AM Mountain Daylight Time (UTC?6), to 20 November 2026, 12:00 PM Mountain Standard Time (UTC?7). Establishes a five-vendor rotational BPA call ordering schedule, with initial ranking based on lowest through fifth-lowest Total Extended Evaluation Price (TEP).
Replaces the prior Section 6 pricing schedule with a 28-subline-item-number (SLIN) geographic pricing schedule covering four performance zones and three counties. Adds evaluation-only estimated annual quantities for calculating TEP; changes scheduled hand-wash station servicing from “Job” to “Each”; and separately prices directed relocations by unit and move. Revises the Performance Work Statement (PWS), BPA Terms and Conditions, pricing schedule/evaluation-only pricing worksheet, wage determinations, and adds a sanitized Government response to industry questions.
The Mission and Installation Contracting Command–Fort Bliss intends to establish five Blanket Purchase Agreements (BPAs) with eligible small business concerns for portable latrine and hand-wash station services at Fort Bliss, Texas, and associated training areas and ranges in Texas and New Mexico. Services include the rental, delivery, placement, anchoring, scheduled servicing, cleaning, pumping, sanitization, restocking, relocation, repair, waste disposal, removal, and pickup of portable latrines and hand-wash stations in support of military training, field exercises, and other mission requirements.
This acquisition is a total small business set-aside under NAICS 562991, Septic Tank and Related Services, with a $9 million size standard. The anticipated BPA ordering period is 23 November 2026 through 22 November 2031; however, the Government may establish a later commencement date and corresponding expiration date to maintain a five-year ordering period. The BPA does not guarantee a minimum quantity of services or minimum expenditure.
Interested vendors shall review Amendment 0001 and all revised solicitation attachments in their entirety. Quotations must comply with the amended solicitation and be received by the stated deadline. Offerors/quoters shall acknowledge receipt of Amendment 0001 in their Administrative Volume.
Failure to acknowledge the amendment before the amended deadline may result in rejection of the quotation. All other solicitation terms and conditions not superseded by Amendment 0001 remain unchanged and in full force and effect.
